I've used this utility to make the spanish translation, and I really encourage it, because it's very easy to use it and really helps to edit the .lng files.

Here are the release notes on v1.15 from Rorso:

The most obvious difference is that the new version has these features:
* Ability to show comments in resource tree. If no comment is found in the
translation file then it looks in the reference file for comments. This way
you shouldn't get into huge issues if you decided to remove comments.

* Filters. You can now decide if you wish to show
all/translated/updated/removed/untranslated sections & properties. You can
also turn off display of comments in the resource view.

* Extended Translation File. This file stores additional information about a
translation project. At the moment it stores two lists. The first list are
properties it believes are translated(enables the user to tag properties as
translated), and the second list contains properties it believes has been
updated.

* Better 'Reference File Updater'. It now tries to determine if Zuggsoft has
changed values of properties. This way it should be easier to avoid
translations have wrong translations because of updates

* Better error handling. Invalid reference/translation files shouldn't force
the application to quit now.

Actually it's version 1.16 [

]. I decided I wanted to get some stuff added to the tool that should have been there in version 1.15 but didn't get there.

I added a filter that let's you search after text in properties of the translation. When I work on my zMUD translation I often opened it in notepad to search after some string. Now that can be done in the tool instead

Then there's the [MapPropF] section where I realized the order of properties might matter if there's comments that only make sense if they are in a specific order. So now when the translation file is updated(tools->update) it is also sorted to match the layout of the reference file.
